The aims of this study are to show the pattern of spatial development spillover in the case of Korea during last decade, and to discuss the policy rationale of the relocation of public institutions which aims to reduce regional gaps based on the spatial spillover pattern.
We analyze two indicators of development -- population trend and changes of urbanized area, by the primary self-administration unit for the hinterlands of metropolitan areas. Based on this descriptive analysis, we estimate levels of development pressure of two periods(1990-1995 and 1995-2000) of Seoul Metropolitan Region(SMR) using regional dummy variable. One step further, we devide the SMR into four sectors -- Northern, Eastern, Southern, and Western parts of Seoul, in order to identify the direction and size of urban development.
It is found that development pressures of Seoul areas inflated by a rapid economic growth spread over their hinterlands. Similar phenomenon was observed in other major metropolitan areas, such as Pusan and Daegu. However, the spillover is the most distinct in the case of the Seoul metropolitan region(SMR). The pattern illustrates that the development pressures shift from Seoul to Gyeonggy province at first, and then from Gyeonggy to further south -- towards the location of the administrative complex city. We expect that this development trend will continue for the long period even if the relocation plan were absent.
Based on these findings, this study argues that the plan may accelerate on-going development shifts. In other words, this trend can very likely reduce the regional gap between SMR and hosting region. On the contrary, it may also widen the regional gap between the SMR-hosting region and the rest of the regions of Korea.
