안동과 예천 접경지역이 경북도청 이전부지로 결정되었기에, 조선시대 문헌과 주민들이 사용하는 지명을 동하여 이 일대의 풍수지리메 대하여 살펴보았다. 조선시대 지리지에서 안동은 ‘영남의 웅번(道之雄藩)’ ‘하늘이 만든 웅도’(天作雄都)’ ‘東南(영남) 郡邑의 근본’ 등으로 인식되어왔다. 특히 1608년에 편찬된 안동의 인문지리지인 『영가지』를 통하여 도청 이전부지 일대의 산천, 저수지, 마을 등을 살펴본 바, 풍수지리 관점에서 중요한 해석의 근거가 발견되었다. 아울러 현재 주민들이 사용하는 산, 저수지, 마을, 골짜기 등의 이름을 통하여 풍수지리 인식을 찾을 수 있었다.
이 연구를 통하여 도청 이전부지는 종래 마을단위의 풍수 차원에서는 발견할 수 없었던 새로운 사실이 발견되었다. 道都邑이라는 넓은 국량에서 보니, 거물산(검무산), 정산(옥정산), 봉황산올 잇는 선에서 용과 봉황이 서로 소동하고 교류하는 형국이어서 瑞氣가 충만한 곳이다. 특히 거물산은 용이 여의주를 물고 비상하는 형국이라서 길지로 이해된다. 女子池(일명 好民池)는 용이 몸담고 있는 호수로서 거물산의 존재의의를 높이는 풍수적 요건이다. 남향으로 넓게 전개된 들판과 마을은 거물산과 여자지가 베풀어주는 생명의 땅이다. 멀리 남쪽에는 낙동강이 유장하게 굽이쳐 흐르니 용으로 상징화된 거물산은 끊이지 않는 물의 기운을 공급받고 있다. 요컨대 도청 이전부지는 풍수에서 말하는 내룡(來龍), 장풍(藏風), 득수(得水)의 조건을 모두 잘 갖추고 있다.
하지만 풍수는 환경결정론(environmental determinism)이 아니라, 환경가능론(environmental possibilism)이다. 그러므로 도청 이전부지에서 풍수상 길지의 조건 항목을 잘 살려서 사람들에게 유용하게 만들어가는 노력이 중요하다. 예컨대 거물산은 비상하는 용이므로 많은 사람이 동시에 등산하지 말아야 하고, 앞쪽의 큰 바위는 여의주이므로 훼손하지 말아야 한다. 거물산은 여자지로 인하여 비상하는 용의 형국을 갖추었으므로, 여자지를 보존해야 옳다. 더욱이 용은 깨끗한 물에 살므로 여자지는 더럽혀지지 않도록 관리해야 한다. 봉황산, 정산(옥정산)은 용을 상징하는 거물산과 의미상 상승작용을 하므로 그 명칭, 지형지세 등이 보존되어야 바람직하다.

The border area between Andong and Yecheon is designated as the new capital site of Gyeongsangbuk-do. The study is intended to understand the topographical divination of the region by surveying the literature of the Joseon Dynasty regarding the regional terrain and various current names found in the region.
Some geographical documents show a notable remark about the topographical characteristics of Andong. From the late Goryeo Dynasty, Andong was regarded as a "conspicuous town" in the Yeongnam area. In the period of the Joseon Dynasty, Andong was thought of as "the capital of Yeongnam made by God" and "the model for other towns in Yeongnam". Yeonggaji, a human geographical record of Andong compiled in 1608, explains the mountains, the river, the reservoirs and villages in the area designated as the new capital of Gyeongsangbuk-do. An examination. of the explanation in the record has found grounds of importance concerning the area in terms of the topographical principles (feng shui). Also, the current names of the mountains, reservoirs, villages, and valleys show the residents' understanding the regional feng shui.
This study has found new facts about the future capital site of Gyeongsangbuk-do which were not understood by the former feng shui of the villages in the area. When seen in the great sense of the provincial capital, the topography of the site is like a picture in which a dragon and an oriental phoenix, bonghwang associate with each other on the line connecting three mountains like Mt. Geomul. (Geommu), Mt. Jeong (Okjeong), and Mt. Booghwaog. This site is filled with signs of good luck. Especially, Mt. Geomul takes the form of a dragon flying to the sky with a cintamani (marvellous bead) in its mouth, so it is regarded as a very good place. Yeoja Pond, which is also called Homin Pond, is regarded as the place in which the dragon lives. This is a good topographical element which increases the value of Mt. Geomul. The village and the field stretching far to the south are the living areas which are favored by Mt. Geomul and Yeoja Pond. Far to the south, the Nakdong River winds slowly. This river supplies the water energy to Mt. Geomul. symbolizing a dragon. In short, the site designated as the new capital of Gyeongsangbuk-do perfectly matches the requirements of feng shui, such as a dragon's coming (a mountain range), wind concainment, and water acquisition.
However, feng shui does not claim the environmental determination that natural environments determine the conditions of human life, but the environmental possibilism that some aspects of the nature may have effects on human life. Therefore, even though the future capital site is very good in terms of feng shui, those concerned should make every effort to make the most of its topographical conditions, and make them useful. For example, in terms of feng shui, Mt. Geomul is regarded as a flying dragon, so it is not good for too many people to climb the mountain at the same time. To a degree, they should refrain from climbing it in too large a group. The huge rock located at the front of the mountain is thought of as a cintamani, and great care should be taken not to damage this feature. Mt. Geomul has Yeoja Pond, which enables its dragon to fly to the sky, so the pond should be well preserved. Moreover, since a dragon lives in clean water, great care should. be taken of the pond not to be contaminated. Mt. Bonghwang and Mt. Jeong (Okjeong) internet with Mt. Geomul, a dragon symbol, and the three have a synergistic effect on each other. Therefore, it is desirable that the names and topographical features of the mountains be preserved.
