There was only people, young and old, men and women, not a class of the youth in the premodern society.
A class of the youth appeared with beginning of modern capitalism and was being developed as the main class of modern society.
Especially, Japan was growing up externally as the empire through the Sino-Japanese War(淸日) and Russia-Japanese War(露日), but internally had many social problems because of being suddenly westernized.
Accordingly the Japanese government turned its attention to a young men's acossiations and a young men's groups which appeared spontaneously to unify the society and to maximize industry productivity.
The change of a young men's groups in Japan caused a young men's groups in Joseon to be changed through the four processes.
The Japan young men's groups in Busan was organized in 1915~1916, the number of its member was 20~50 men, which included men in the prime of life too.
The Japan young men's groups were managed by member's spontaneous participation such as the improvement of roads, sanitary disinfection, hill patrol and physical training.
But The Japan young men's groups began having the semi-governmental character
gradually by the active intervention of the government-general(總督府 ) and Busan Bu(釜山府).
The first change was the combination of young men's groups in June 1928.
The Japan young men's groups had the self-regulation until 1920's. But this situation was changed suddenly before and after the China-japanese War(中日).
In other words, the Japan imperialism changed the policy from out of the Asia into the West(脫亞入歐) to out of the West into the Asia(入亞脫歐).
Therefore the Japan imperialism strengthened the Fascism based on the superiority of Asian culture beyond the complex of Western civilization.
The second change of the Japan young men's groups was checked up by the Declaration of the east young men's association of Mog-To(牧島) in 1931 and by many events which the combination of young men's groups designed.
The third change of the young men's groups in Busan was by an official order in May 1938.
The last change of the young men's groups in Busan began through the instruction by the Japan imperialism in January 1941, which meaned reorganization of the young men's groups in Joseon.
In result, the Japanese of the young men's groups in Busan didn't think of being the first nation anymore, on the contrary, they became to face the situation that they managed the young men's groups with the Korean as the same nation (=the subjects of Imperial State) of the empire.
