Special Education in Korea has been developed in 5-step such as period of classical special education, transplantation of modern special education, establishment of special school, promotion of special education and full integration of special education. The historical record indicates that the special education in Korea was implemented in 1445 (Authentic Record of King Sejong) for job training of the blinds in Seounkwan (school), which was the first type of special school but it is not regarded as the foundation. About 100 years ago, Mrs. Hall, American medical doctor and missionary taught how to read Braille points to the blinds. It was actually regarded as starting point of special education. Korea has gradually developed its own special education during comparatively short time, in coping with worldwide current tendency, ranging from boarding facilities and exclusive education to inclusive one.
Thus, this study by well examining the historical development of special education in Korea, I re-find the present status of it and forecast that of future. This finding will be presented as a good example to the nations that don't still develop the special education and as a good motive for their proper implementation.
