Women's political participation in post-Soviet Russia shares much in common with the communist past-especially marginalization. Despite far-reaching political and economic change, women's exclusion from key political institutions remains a constant. President Vladimir Putin also said that "Unfortunately, it must be said that we see too few women in positions of authority and in politics." He promised to help improve the standing of Russia's long-suffering women.
In the Russian context gender has become an important electoral factor. Russian political parties do not use gender quotas to enhance women's representation, while the only women's political party failed to cross the 5% threshold in the 1995, 1999 elections. The fact that women in Russia tend to be under-represented within elected bodies means that women's paths to electoral success are much more difficult than the paths of male candidates.
The failure of the faction in 1995, 1999 is the reflection of their lack of a coherent feminist platform. The 'Women of Russia' bloc lacked the courage to use feminist slogans for fear of antagonizing the mass of conservative-mined voters. The bloc itself had been afraid to use feminist slogans and to declare openly that it was primarily representing the interests of women. 'Women of Russia' attempted to avoid any such definition and to present itself as representing the interests of the entire population. As a result it ended up with neither programme nor voters.
In analysing the brief history of the first women's party in Russia, we can conclude that it came to power thanks to conservative stereotypes and lost power for the same reason. Only a feminist ideology and persistent work amongst the female electorate could have given 'Women of Russia' an image of its own and voters of its won - voters who potentially made up half the Russian population.
In sum, the problem is that the role of Russian women in society has changed, but the women don't want to admit it.
