This paper aims to analyze Russian policy toward Korean peninsula (KP) from October 1990 to September 2002. For the purpose current Russian foreign policy, changing process of Russian relations with South/ North Korea. Hussian position on 6 important issues in KP, and 6 major determinants influencing Russian policy toward KP are discussed.
In the first half of 1990s Russia had maintained pro-South Korean policy in the KP, criticizing North Korea. But about 1995 Russia began to change from its pro-South Korean policy to the equidistant policy toward South and North Korea. In February 2000 Russia restored its relations with North Korea. The main cause of such change is said that the Russia's pro-South Korean policy resulted in loss of Russian interests and influence in the KP. However since president Putin came to power, the equally balanced policy has not yet produced significant results for Russia, even if Russia has tried to seek the policy more vigorously than before.
Today Russia is pursuing such three objectives in the KP as: 1) to keep peace and security of KP, 2) to increase economic cooperation with South and North Korea, 3) to enhance Russian role and influence in the KP. Russia wants that KP does not become a dangerous area to Russian security at minimum. does become a helpful one for the Russian economic development, and South and North Korea internationally support Russian foreign and security policy.
In near future Russia will try to maintain the equidistant line toward South/North Korea as its policy toward KP. And Russia will, intensify its broker role between South and North Korea with emphasis on economic cooperations of South/ North Korea/ Russia in order to increase its prestige and influence on the KP.
