The study was aimed at developing education programs of an academy of urban planning(EPAUP) which is a residents-oriented studio type to promote citizens to actively participate in the process of urban planning. In order to develop the EPAUP, proper programs were established through analysing the existing EPAUP and conducting surveys of related experts and then weak points of the programs were made up for while operating the programs. The education programs offered by a EPAUP in this study were characterized by a studio type focused on practice, practice education once a year based on regular theory education, education period of 8 to 12 weeks according to education conditions. In addition, the developed method to select the subject of study is that participants in education programs recruited by team propose the subject and conduct the selection process, and various methods were utilized to set up urban plans, including SWOT analysis to promote the residents' participation and boost the participants' understanding, field workshop, idea competition, photograph research, and also other methods were proposed such as reinforcement of preliminary education(distinguishing students' roles from trainers' roles) and attracting a variety of instructors. These EPAUP are focused on strengthening the residents' abilities to promote the residents to actively participate in their own urban planning, and it is needed that the foundation to play a big role in the process of urban planning is built up through making efforts to create a law where the education programs are included in the urban planning process.
