Lately. due to recent excavation work. evidence has come to light regarding the Bubhwasa temple(法華寺) in Jeju (hereinafter referred to as Bubhwasa). It has now become apparent that the temple was regenerated between 1269 and 1279. When Koryo came under the rule of Won[the Mongolian empire] the Koryo King Wonjong(元宗) needed to get the Mongolian emperor's support to further consolidate his power over his own people thus maintaining peace in his country. With this goal in mind. Wonjong took the initiative and began regenerating Bubhwasa which he intended to offer as a gift to the emperor in order to win his favor. Unfortunately, the project proceeded slowly as it was often hindered by intermittent political crises and subsequent upheavals in society in general.
Eventually Jeju came under Won's direct jurisdiction, and the regenerative work on Bubhwasa began in earnest, with the work being completed in the fifth year of King Chungryul(忠烈王). The major factors that persuaded the emperor to undertake the restoration were : first, Bubhwasa was originally built for Gwaneumshinang(觀音信仰), the same faith sect as that followed by Won at that time. Second, the Bubhwasa site was situated not far from the Southwest coastal area by which Japan and Namsong(南宋) were easily accessible by sea. and the emperor of Won greatly desired to conquer both nations. Therefore the Southwest coast port and the surrounding area was strategically placed as a bridgehead.
Since its restoration. Bubhwasa had been used. not only as the imperial temple, but also as a spiritual shelter or refuge for the substantial number of Mongolian immigrants residing in Jeju. Later, during the reign of King Chungryul, when Jeju was once again under the control of the Koryo government, the temple was designated as a national temple, keeping this higher status for many years.
During the hundred years of Wen's rule, Bubhwasa was developed as a major temple, frequented by original Mongolians, Mongolian-Jeju offspring arising from intermarriage between Mongolian men and Jeju women. as well as native Jeju people. Mongolians who were separated from their homeland found great solace in worshipping at the temple. The leading role of Bubhwasa was not simply limited to the religious sphere, but extended to the political and social sphere as well.
It is interesting to note that the ruling Mongolians who were residing in Jeju used this social and political aspect advantageously and thereby through the temple's influence. they entrenched their power in governing and controlling Jeiu's population. In addition, during this time, the Southwest area was emerging as the center of Jeju society, thus causing Bubhwasa to flourish even more.
