Since 2000, the Government of the Republic of Korea has designated Jeju as an Island of World Peace and as the Jeju Free International City in order to resolve the issues surrounding the Jeju 4.3 uprising. The vision of a Free International City aimed to incorporate the city into a neo-liberal capitalist production system, with the vision of the Island of Peace attempting to provide a cultural and emotional basis for this change. The resolution of the Jeju 4.3 Incident, of which discussion was prohibited, was imperative for the success of the two visions mentioned above. Demands for the resolution of the Jeju 4.3 Incident, along with these two visions, originated from within Jeju society. However, the role of the government has been transformed from “Perpetrator of 4.3 Incident Massacre” to “Master-Signifier” to “Peace Declarator” to “Orchestrator for entering a Neo-liberal Capitalist Production System.” Through this process, the city’s economy and ethics changed hands as the government adopted the economic and socio-cultural desires of the Jeju people. At the same time, this process limited the scope of the casualties of the civilian massacre and social exclusion, and transformed it into structural and cultural violence that ignores the social victims of neo-liberalism. On the other hand, the conflicts related to the construction of the Jeju naval base remind us of the ignored minority and symbolize the efforts to bring back the status of master-signifier to the region.
