Bongung(本宮) places such as Hamheung(咸興) and Yeongheung(永興) were honored outside the boundaries of ordinary memorial service protocols, so they were constantly being mentioned as entities that should be abolished. Yet King Sukjong ordered Queen Shindeok Wanghu(神德王后) to be honored there as well, so the Bongung places were designated as historical places directly related to the dynasty founder, King Taejo. In 1781, King Jeongjo officialized the memorial service protocols to be abided by at Bongung events, and established them by publishing the protocols for wide circulation and consultation.
In 1785, King Hwanjo(桓祖) was added to the list of persons to be honored at the Yeongheung Bongung(永興本宮). This was the year when the late crown prince Sado Seja would have reached the age of 60, and King Jeongjo honored his father by granting him the rank of king and preparing a celebrating service. At the time, King Jeongjo commented upon what was mentioned by his ancestors who appeared to him in a dream. His intention was to emphasize the role of the King, who should be considered to be the ultimate entity to interpret the wishes(本意) of the royal ancestors and faithfully execute them.
Jeongjo's actions were to symbolically identify crown prince Sado Seja with ancestor Hwanjo. By doing so he intended to have the grand image of dynasty founder Taejo imposed upon himself. It is clear that Jeongjo wished to reinforce the idea and image of the so-called ‘Restoration King(Jungheung-ju; 中興主)’, which had already been emphasized by Kings Sukjong and Yeongjo, and reinvent them according to the needs of the time(時宜).
