Transliteration(or phonetic transcription), the representation of a sound or words in the characters of another language poses a special problem in translation as well as in bibliographic records. In fact transliteration has never been an easy task, for it involves phonetics and orthography which are both imprecise arts. A person's name often appear in different language forms, particularly in the case of biblical, mythological figures, people of earlier times, royalty, and famous authors.
The problem is that there are many different languages of Roman script, many more of non-Roman scripts, and so many different Romanization and transliteration schemes are in use today. The same proper name varies according to the languages involved, the Romanization schemes involved, and the periods involved. There is no simple, clear-cut criterion.
This paper discusses reasons of the chaos in transliteration of proper names into Korean and presents tables of personal and geographical names in seven different language forms, i.e., English, German, French, Spanish, Italian, Chinese, and Japanese, together with standardized Korean form for the purpose of comparison. It also presents an analytical report evaluating the level of standardization of transliterating proper names in Spain, Italy, and U.S.A., used as headings in History Class in the 4th edition of Korean Decimal Classification(KDC 4), devised by Korean Library Association in order to show how inconsistent, irresponsible, and negligent KLA is in rendering foreign proper names both in Roman and Korean scripts.
