This study aims at proposing basic guidelines of national water privatizing policy through in-depth study on the feasibility of private participation in water management including dam construction, water supply, and river improving works.
In the first part of this paper, the characteristics of water as a public good are reexamined and the need of paradigm shift in water policy is proposed.
Secondly, current status of water resources and water management problems are reviewed with regard to the necessity of private participation.
Analysis of feasibility of private participation in each field of water industry is the main part of this study. This study concludes that among three main parts of water management including dam, water supply and river improvement, water supply is the most promising field to utilize private sector resources whereas it is respectively difficult to find the advantages of private participation in multipurpose dam and river improvement works. For the detailed case study, one regional water project (Busan-Gyungnam regional water supply project) is selected and economic feasibility and the other factors for privatization are analyzed.
