The Cold War period had two distinct and seemingly contradictory traits. On the one hand, many incidents and occurrences in the Cold War period, no matter how trivial or serious, tended to escalate confrontation between the two camps. Such a phenomenon can be defined as "impossible peace." On the other hand, the Cold War system had the built-in mechanism which tended to prevent the Cold War confrontation from developing into a "hot war." "Improbable war" is exquisite terminology to describe the situation.
The two traits, which took the complete form during the Korean War also appeared during the fourth period of the Cold War, i.e., the period of the rise and fall of the Second Cold War. The KAL incident, which resulted from overreaction of the hypersensitive Soviet air force and the incomprehensible activity of the KAL 007 airliner, culminated the tension and confrontation of the Second Cold War which had been increasing even before the tragic incident. Both sides never hesitated to distort and utilize the incident to rationalize and consolidate their own camp, needlessly deepening the conflict structure of the Cold War, which in turn characterizes the traits of "impossible peace." On the other hand, however, both sides tried to manage the crisis with determination after the culmination of the confrontation in order to prevent the conflict from developing into a hot war, which also has the character of "improbable war."
The KAL incident also helped stimulate the future dismantling of the Cold War structure, combined with the historic decline of the Communist camp. The change of the foreign policy outlook of the Soviet regime around the incident meanwhile developed and expanded into fundamental internal and external changes of the Eastern bloc under the new leadership of Gorbachev. The participation of the Eastern bloc in the Seoul Olympics became a symbol of a 'new world,' and accelerated the process of dismantling the Cold War. The real importance of the Seoul Olympics is, however, the shock that South Korea gave to the East. South Korea's technological and economic success, which was embodied in the Olympics, required self-reflection of backwardness and instigated fundamental changes of the Eastern bloc.
Interaction existed between the international Cold War system and Korea. Although the influence of the Cold War system on Korea was greater, than elsewhere reversal constitutive process, if asymmetrical, also existed. The KAL incident and the Seoul Olympics during the period of the rise and fall of the Second Cold War are good examples of such a case.
