This paper targets the Pan-Asiatic Conference and the Pan-Asiatic Society as the main objects of analysis. The two were held twice in the early twentieth century, once in July-August of 1926 in Nagasaki, Japan and again in November of 1927 in Shanghai, China.
The direct cause of Japan's hosting of this conference occurred in 1924 when the U.S. Congress included a racially discriminatory bill in its immigration law. Japan felt a tremendous sense of humiliation and indignation towards this bill, which led to the "revival" of Asianism to confront the West through the formation of solidarity among Asian peoples. However, Asianism as advocated by Japan contained contradictions between its ideology and reality in that Japan was the first in East Asia to establish a modern state and join the ranks of imperialism. An analysis of the Pan-Asiatic Conference may assist to better understand the uniqueness of Japanese imperialism by bringing numerous contradictions inherent in Imperial Japan to the fore.
In this respect, an examination is made on the composition and occupation of the representatives of the Pan-Asiatic Conference from participating countries and an outline of their ideological dispositions is investigated as well. Along with the procedures, discussions, and various issues presented in the two conferences, critical stances toward the conference from other East Asian countries such as colonial Joseon and semi-colonial China are also examined. Moreover, dichotomous concepts such as civil society vs. state, individualism (or liberalism) vs. nationalism, tradition vs. the modern, and the West vs. the East should clearly show the possibilities and limitations of non-government organizations in East Asia. Attempts will also be made to analyze the complexities and contradictions engendered by the Japanese course of imperialist development, which the Japanese modern state chose over representation of unity in Asia and its implementation amidst East Asian geopolitics.
