In the background of peace and war, there lies the web of perceptions and misperceptions among concerned countries. Henceforth, a study of peace and war should be based on the reconsideration of this web of perceptions and misperceptions among concerned countries. Such reconsideration is possible only through the multi-national archives in the custody of concerned countries. For development of the studies on the Korean War, more attentions should be paid on the method of multi-archival cross-analysis. This paper explores the preconditions for the development of multi-archival cross-analysis in the study of the Korean War and contributes to make an inventory of accessible multi-national archives in Korea regarding the Korean War.
The first precondition for the development of multi-archival cross-analysis is the declassification of multi-national archives. In the United States, the Information Act played an essential role regarding this precondition.
The second precondition is the multilingual reading capacity of researcher. The bilingual ability of Bruce Cumings played an important role in his memorial work even though it cannot account for full contribution to the study of the Korean War. After Cumings, many other researchers such as Shu Guang Zhang, Jian Chen, Kathryn Weathersby, and Alexandre Mansourov have used their bilingual or trilingual abilities in their analysis of archives on the study of the Korean War. The international History Project of the Cold War, sponsored by Woodrow Wilson Center for Scholars in Washington, D. C. have made a great deal of contribution to the development of this multi-archival cross-analysis.
The third precondition of multi-archival cross-analysis is the accessibility of muti-national archives. If the declassification is one of the most important aspects to consider, then the accessibility is another one. This causes the problem of meeting between researcher and archives. There are two ways to solve this problem. The first one is by researchers visiting the multi-national archives and the second is by transferring the multi-national archives after collecting or copying them on legal basis to the countries where researchers reside.
There have been many efforts to upgrade the accessibility of multi-national archives in Korea. The purpose of this writing is to help researchers to peruse the multi-national archives in Korea before their toilsome visit to foreign archives for a multi-archival cross-analysis of the Korean War. For the development of multi-archival research facilities in Korea, more efforts should be devoted in the following aspects: the collection of declassification of South Korean materials, the finding and proper arrangement of personal oral histories, the translation of some essential foreign archives and the project to sponsor Korean-Chinese and Korean-Russian researchers whose contributions are essential to develop the multi-archival analysis on the Korean War.
