“Participatory Government” would be a mere rhetoric unless it is experienced in administrative processes and practices. To work out various public participatory schemes fit for different fields and phases of public administration is one of core tasks for any government serious about the ideals of open and participatory democracy.
This paper reviews the current laws providing for citizen's participation in administrative procedures and proposes that new opportunities and venues for public participation should be institutionalized in the following administrative areas and processes:
1) participation in public research and surveys initiated and led by state agencies, local governments, and their task forces;
2) participation in negotiated rulemaking process and the right to petition for enacting, revising, and repealing rules;
3) participation in collection and tabulation of official statistics by state agencies and local governments;
4) opening of meetings of multi-member governing bodies and their committees of state agencies and local governments;
5) opening of meetings of advisory committees for the central and local governments and participation in their advice process;
6) participation in investigation & inspection by state agencies and local governments;
7) participation in handling complaints of human rights violations and handling complaints involving welfare-related state/local agencies; and
8) participation in various public impact assessments.
