In ecological view point, the city has circular cycle which is creation, growth, maintenance and deterioration. The Dong-ku District, kwangju metropolitan city seem to be under processing of deterioration, if the downtown area that has long history and has been going deterioration has bad effect for imbalance development of outskirts. The formative period of downtown goes by, at the same time, superannuated social & economical facilities and worsening living environment is also in process. It cause disadvantage of centralization rather than advantage of centralization. This actual state would be result in secession of industry and moving of investment. But in the case of Dong-ku downtown area become worse, the reason is not only natural reason but also political & intentional reason. For example, transferring of chonnam provincial office and Kwangju metropolitan City Hall, Local Bank, to recover deteriorating city. It brings lots of cost, so local self-administration of Dong-ku District promote venture industry which is able to use existing facilities and just required investing small amount, to revitalize the downtown economy. Expressed "High risk, high return" venture industry just require investing small amount and idea & technology. To minimize initial investment and make easy establishment, promoting venture industry should be complex and to use together research facilities. In case of Dong-ku district, Kwangju metropolitan area, because there are excellent university near this area and also not existing enterprise group, if the new company which do not have enough capital is attracted. It may be possible to increase chance of success, because it will be very convenient for new company to be provided excellent human power. But succeeding new business model, administrative organ, university, research institute, business man should be cooperative, endeavor.
