This paper is focused on the legal reference applied to the development of a landowner-centered downtown and the legal application applied to this business of the local area. And also, this paper represents the role of contribution to an urban regeneration and future work legally for an urban regeneration through the case of Wanjugun Samraeyup"s downtown development of a landowner-centered downtown, consisting of partnerships of mutual cooperation between citizen autonomy community and local autonomy association, This study will be expected useful data, for the development of a landowner-centered downtown if these results are applied to an urban regeneration project and research, continuously.
