In this writing there is an objective which it tries to analyze the social conditions and discursive concerns on work-family reconciliation (or work-family balance) during the industrialization after 1960 in Korea. The reconciliation of work and family must be a very important factor impacting the gender relationship of the past, the present, and the future. In this writing we will go over the microscopic level which is limited to a role conflict of an individual, so that we can put a focus on the social system organizing wage work and care work.
Korean state, pursuing the economic growth with work-centered social system and masculine work norms, has made the family sphere subordinate to the work sphere, and thus prevented the work-family dilemma from being visible as a social fact. In 1980s, when married women entered the formal labor market, work-family dilemma began to become the object of social concerns. But from the beginning it was essentialized as women's questions, and misunderstood as playing women's multiple roles. Since 1990s, though the social concern for work-family dilemma has been widespread, the presence of neo-liberal market mechanism and the absence of positive policy making by the government, have established great obstacles to create public support systems and alternative lifestyles based on desirable gender relationship. This writing, examining the development of discursive areas on work-family dilemma, proves the value of the socio-structural context analysis in the research of work-family dilemma.

이 글은 한국사회에서 1960년대 산업화 이후 일과 가족의 양립과 관련된 사회적 조건과 담론적 관심이 어떻게 형성되고 변화되어 왔는지를 살펴보는 데 목적이 있다. 일과 가족의 양립 문제는 과거는 물론, 현재와 미래 사회에서 젠더 관계에 영향을 주는 중요한 요인임이 분명하다. 이 글은 일과 가족의 양립 문제(이하 일-가족 문제)를 개인의 역할 갈등이라는 미시적 수준을 넘어 ‘한 사회가 임금노동과 돌봄노동을 조직하는 방식에서 발생하는 문제’로 정의하고 이것이 젠더 관계에 가져오는 효과를 분석하였다.
특히 일중심적 사회 체제와 강력한 남성중심적 노동 규범을 수단으로 성장을 거듭해 온 한국사회의 경우 국가는 가족을 철저히 일 영역에 종속시키고 각각을 여성과 남성의 주된 책임으로 규정함으로써 일-가족 문제가 ‘사회적 사실(a social fact)’로 드러나지 않는 현실을 지속시켰다. 80년대 중반이후 기혼여성의 공식노동시장 진출이 확대된 후에야 일-가족 문제가 사회적 관심의 대상이 되었지만 처음부터 그것은 ‘여성의 문제’로 본질화되고 “여성들이 의식적으로 자각해서 실현해 가야 하는 다중 역할의 문제”로 축소되었다. 따라서 90년대 이후 현재에 이르기까지 일-가족 문제에 대한 논의가 확대되고 있지만, 공공의 실천을 조직화하기도 전에 신자유주의적 시장 질서가 확산되고 있고, 정책적 노력이 본격화되지 않은 상황에서 새로운 젠더 관계에 기초를 둔 대안적 삶의 양식(lifestyle)도 자리잡지 못하고 있다. 이 글은 이러한 한국사회의 상황을 담론적 지형에 초점을 맞춰 분석함으로써 일-가족 문제에 대한 우리의 인식을 형성, 제한해 온 역사적 맥락을 규명하고자 하였다.
