This article deals with municipal socialism in early twentieth-century Britain. The historical concept of ‘municipal socialism’ is re-examined from a linguistic perspective. The focus will be put on how the influence of socialism on local politics was understood by political commentators, rather than on what kind of activities local socialist organizations actually pursued.
Most research on municipal socialism focuses on how socialist bodies organised their branches at local level and how their demands were accepted or rejected by local authorities. For example, Sue Lawrence reviews historical research on the relationship between socialist organizations and municipal authorities from the 1880s to the 1910s. Most of them deal with how some public utilities and services were municipalized in this period. However, they do not provide a satisfactory answer to the question of why such a municipalization came to be understood as a special kind of ‘Socialism’. Indeed Lawrence points out, on another occasion, that municipal socialism was more influenced by the utilitarianism of the 1830s than by socialism on a theoretical level and thus that the term ‘municipal socialism’ is not completely appropriate to indicate this event. Nevertheless, she does not explain how the term ‘Socialism’ came to be applied to such activities.
This article suggests that such a question can be solved by looking at how this term was understood and developed by political commentators. For this task, it analyzes a series of articles on 'municipal socialism in The Times and other conservative political publications. It will be revealed that The Times played the leading role in spreading the idea that municipalities in many regions were under the influence of ‘Socialism’. They encouraged the use of the term ‘municipal socialism’ to criticize the increasingly radical social policies of the Liberal Party, while providing little evidence of a clear relationship between the socialist organizations and the local authorities.
