This article traces the actual process of 'government owned land' survey and examines its colonial exploitation in case of Gyeongsang Province's Changwon County.
Through the survey of government owned land, its original titles were all abolished. Instead only the initial of 'government(國)' was attached to it in order to indicate that those land units were recognized as land owned by the government, and other information such as the origin of the land or the status of it were not made. In other words, government owned land was more like that it came to be treated like the private land, and recognized as an object of ownership with the same nature as private ownership.
As we can see from the case of Changwon-Gun Jinhae-Myeon, although, the practice of 'subleasing' appeared. The Japanese people who moved to Joseon were granted permission to initiate tenant farming, and then subleased such right to the Joseon people(轉貸小作制). This disturbed the formation of modem land-ownership concept newly defined by cadastral survey led by the Japanese authorities. Modern land-ownership meaned that one land unit must have one owner(一地一主) and there should be no middle entity(中畓主). It should be noted that in case of the Changwon-Gun, many of government owned lands were invested to the Oriental Development Company. The exploitation of government owned land located in this region hugely served the development of colonial agriculture led by the Japanese people who moved to Joseon.
