??Jinan had been a political, cultural and educational hub of Shandong Province until Jinan was openned during Qing dynasty. So, Jinan had shown the aspects of administrational city, that were ways of city construction, features of city and functions of city. Until the middle of the 19th century, Jinan was just a traditional administration city remained at the first step of commercial economy. But establishment of open port brought big changes to Jinan. The structures and features of Jinan as a Inland city of Shandong were changed all at once.
??Main cause why Jinan established an open port by itself was German Invasion to Shandong. The top officials of Shandong Province were already predicting that China would face some stiff competition for the economical rights and interests from its competitor Germany, because Germany could advance into Inland of Shandong through railroad. So, they were distressed with these problems, and finally came to a conclusion “to make open Jinan to foreign trade by itself” under the thorough long-term plan. They knew that the former treaty ports were fallen down to the colonies of the world Powers because the former ports were “compulsorily opened by signing a treaty”. So the top officials of Shandong Province would like to use their own sovereignty through making a law about building and managing open port by itself, and would like to keep back from political and economical Invasion of German.
??Early in Jinan's opening, the huge amount of foreign capital came in open port and resulted in lots of foreign banks and companies. These foreign banks and companies not only sold foreign products, but also took a part in all sort of economic activities. In devastating storm of foreign capital, Jinan had to be changed in the organization from traditional commercial-economy to become a part of world capitalism market. It meant that functions and features of city were totally changed, so Jinan was newly born with entirely different economic-structure. After restructuring, Jinan transformed into “a collection and distribution market” to trade imported-exported foreign-local products. With the help of rapid development of domestic-foreign trade, Jinan could create prosperity and became a central market of Shandong Province.
??“Opening of a port” meant Jinan opened the door toward foreign countries. Because “Opening of a port” brought Jinan's development and modernization, “it” was a cardinal point of modernization as well as a milestone in Jinan's history. Historically Jinan was just a feudal political center of Jinan area before “opening of a port”. But after construction of “open port”, Jinan could be transformed to modernized city from closed ancient city, connected with wide world capitalism market, and could have modernized economic and social space structure. Through the changing urban structure, Jinan had a lot of functions and was newly born from consume-focused city to produce-focused comprehensive city.
