Recently some topics relating to the diplomatic policies of the U.S.A. attracted the readers of the newspapers. One of them compared the ancient Roman imperialism with the American policies. This comparison may attribute to the anticipation of the future in the world politics. But details of the ancient Roman state hinders the comprehension. When Rome expanded her power beyond the Italian peninsula, the Romans had neither imperial ideology nor administration of the overseas territory. And the republican constitution was not in accord with the imperial image. Only before 30 years, the expression as the imperial republic has been applied to the textbooks of Roman History.
I find the educational and heuristic merit of the contextual approach to the historical topics. So I searched and checked the contexts relating to the Roman imperialism in the middle republic. These contexts were offered by the famous historians and have been accepted as reliable approaches. But those approaches mostly deal with the individual accidents or happenings with narrow scope. Only two approaches deal with the whole empire in this period, that is, the economical view and the roman aristocratic view. Especially the latter view was offered by E.Badian and is now as the guide line for the comprehension of the Roman republic. I hope these 13 contexts help the history teacher making the teaching plans.
Next I proposed a new context for explaining the Roman imperialism. I found out a contradicting fact, that the Roman senate did not follow the policy of territorial expansion but as a result the Roman state acquired the foreign territories and made her land. In this happening the role of the allies was critical. So I composed a historical medium that the Roman allies had the initiatives in expansion policies. Then I applied the medium on the condition of Illyrian areas. The Roman policies here was explained well with the medium. So I could make my own historical context relating to the Roman imperialism. And I was convinced that the allies had influenced on the Roman imperialistic policies and focused on the promotion of their economic interest in the overseas trade. Without the armies of the allies, the Roman state could not maintain the empire in this period and the allies should supply to Rome the salaried manpower. This structure fits well with the historical context in which the allies had the initiatives in the Roman imperial policies with economic attributes. Maybe this type of relationship is called ‘social imperialism.’
