Why does the water quality improvement program of the regional water resources of the main river basins in Korea fail to achieve the policy goals? The purpose of this study is to answer this question, to analyse the relationship between the change of land-use regulation and policy effect, and to suggest revised policy means in terms of evolutionary approach.
Land-use regulation for protecting regional water resources of the main river basins was embedded in 'Vollzugsdefizit' through designating the zone of sub-farmland & forest in 1993. The rapid development and disorderlv land use in river basins have been accelerated by the 1993 amendment of the law pertaining to land use. Accordingly, the various water pollution sources including domestic sewage, industrial wastewater, and agricultural and livestock wastewater have discharged into regional water resources in excess of its self-purification capacity, especially during the 1994-1997 period. To improve water quality and attain policy goals of the regional water resources in korea, the rationalization of land-use regulation and further-reaching approach covering the whole river eco-system are needed.
