The purpose of this thesis is to provide a police organization reform by OCB. OCB is a relatively new concept in the study of organizational behavior. According to Organ, OCB is defined as "individual behavior that is discretionary, not directly or explicitly recognized by the formal reward system, and that in the aggregate promotes the effective functioning of the organization". This thesis is to develop an new instrument to measure the conceptualization of organizational citizenship behavior. Thus, Exploratory factor analysis and Confirmatory factor analysis were conducted to examine the measurement. Data were collected through a questionnaire distributed to 220 policemen. 22 questionnaires were excluded because of their inappropriate answers. Data were collected March 2000. As a result, 198 samples were used for statistical analyses. Statistical data analyses were conducted using the SPSS program 8.0 and Amos 3.61. I specified varimax rotation for the analysis and six factors met the selection criteria of eigenvalues greater than 1.0. Factor 1 contains 9 autonomy and faithfulness items. Factor 2 contains 5 creativity items. Factor 3 contains 14 cooperation items. Factor 4 contains 5 accountability and responsibility items. Factor 5 contains 5 sacrifice items. Factor 6 contains 2 critique items. For the purpose of reform for the 21C's police, policemen's autonomy, faithfulness, creativity, cooperation, accountability, responsibility, sacrifice, and critique behavior should be regarded as of great importance. Future research should examine when and under what conditions particular forms of OCB occur.
