The military budget of the Great Han Empire occupied 25% of total amount of a national budget, and it reached up to 40% after 1901. The Great Han Empire expended central and local army organization with that budget. Reason of doing it, Empire could combine central army organization together, that managed in both Japanese and Russian style.
First of all, local army organization, using temporary budget to repress the righteous army, unified to the Army for Suppression and Protection(鎭衛隊) with expansion of quantity in 1900. This should mean the local arms budget exceeded the central arms budget at that time.
To consolidate military strengths, the Great Han Empire brought in military goods such as guns and bullets, and even tried to produce new weapons. In addition, in 1898 empire established military school, and educated initial officers with subjectivity not by foreigners but Korean instructors.
However, modernization of military started to actualized after installation of the Marshal Headquarters(元帥府), which emperor could control army. This kind of tendency reflected directly to budget, so after the Marshal Headquarters(元帥府) established in 1899, the budget of the Marshal Headquarters(元帥府) kept surpassed the budget of Military Headquarters.
Due to completion of reorganization in a military system of Great Han Empire, incompleteness in organizing arms budget solved, and they were able to operate military budget with stabilization. Furthermore, support of the Office of Crown Properties (內藏院) contributed to supplementation of difficulties in managing budgets with army circles.
Nevertheless all of these successful results, trained soldiers usually used in saving palace, or keeping public security not defending country which is an actual reason why they were existed. As a result, even using enormous budget in expending army, they could not even deal with encroachment of Japan that progressed since 1904.
