The purpose of the study is to propose effective implementation of the contract-type green conservation scheme that can utilize privately-owned idle lands to tree-planting green areas through case analyses of Korea and Japan as follows : Firstly, attainment of legal or administrative ground is the key issue. Enactment of local ordinance among other things is suggested for stable and constant implementation of the scheme. Secondary, since the use of contractually conserved green area is timely limited by the terms of the contract, it is suggested that local government purchase those private lands in order to establish stable and long-term conservation area. Accordingly, it is essential that, through a long-term budgetary plan, a appropriative fund such as the "greenization fund" be establish while the land-owner of the green area can be prioritized in receiving purchase money form the local government in case of the government’s land acquisition. Thirdly, success of this scheme defends on understanding and cooperation of the land-owners of the green area ; therefore, establishment and maintenance of a communication channel with the land-owners is an important factor in addition to development of benefit program for the land-owners. For instance, the land-owners can be given a priority in receiving purchase money as mentioned above and can also be exempted from tax payments such as aggregated land tax and, as implemented in Japan, city planning tax. It is also suggested that, through tripartite communications among local residents, land-owners, and local authority, external expansion authority, external expansion of common understanding with respect to necessity of conservation and re-establishment of green are be made for the successful implementation of the scheme.
