London’s Green Belt had derived from agricultural and undeveloped areas around built-up areas to maintain optinum size under the Garden City principle. Unwin’s Green Girdle in the early London Regional Plan was devised in the narrow strip of playing field and open space, and all the proposed lands were to be purchased or compensated under the provisions of the Town and Country Planning Act of 1932. The Green Belt Act of 1938 was enacted to promote land purchase of the proposed open space scheme by the local authorities. Barlow Commissoin, Scott and Uthwatt Committees attacked the land use policy and recommanded in establishing the new authority(or Central Planning Authority) in respect of national interest as well as local circumstances on national planning and land use management.
The Greater London Plan of 1944 introduced the Metropolitan Green Belt zone around London in width of average five miles, free from the provisions of compensation. Since the Town and Country Planning Act of 1947, London’s Green Belt has controlled growth of London but the principle of no compensation has been accepted by the land owners within the Green Belt areas. Compensation and betterment problems have been ailed throughout the postwar Labour and Conservative Governments. The prewar Government tried to manage the Green Belt land by compensatoin and betterment, but it clearly showed its unpracticability of the method and resigned to no compensation for the Green Belt land.
