The aim of this paper is to provide a new analysis of Korea's housing policy in which an examination of the ideological and conceptual framework is linked with state intervention. The underlying reason for state intervention is itself a matter of dispute and subject to different theoretical interpretations. At risk of oversimplifying we can take consensus and conflict theories as broadly representratives of three theoretical spectrum: the market model, the social democratic model and Marxist theory.
The study of housing and housing policy is one of the most complex areas of social analysis. In Korea, housing studies often neglect the social aspects of housing, or at least fail to place discussions about housing policy or provision in the general context of debates on social policy. This paper is an attempt to address both of these areas of scholarship, by exploring trends in the state intervention in housing.
