The public infrastructure related with roads, rails, airports, seaports, etc., plays an important role in a long-term national competitive improvement through support, production factor, and regional equilibrium development effecting other industries. But it is expected to deteriorate the investment situations of road infrastructure, because tax revenues are reduced and funds are increased by re-coordination of economic systems. Very few studies have been done for how one region's road investment affects one another GRDP(Gross Regional Domestic Product), however, most of the previous studies have been focused on direct impact. We examine not only how output in production depends on its own highway capital stocks, but also how output is influenced by other jurisdiction's highway stocks. The panel data is used to analyze the system-wide effects(e.g. direct and indirect effect) of the GRDP(Gross Regional Domestic Product) by the highway investment. Vector autoregressive method of the time series analysis is used to analyze the direct and indirect effect of the GRDP(Gross Regional Domestic Product) in production function and the impact by the industry. The direct effect is 0.107~0.548 and the indirect effect is -0.447~-0.134. The Manufacture is the most sensitive industry because of movement and derived effect by highway investment and the highest of the direct effect. But the Construction is the highest of the indirect effect.
