This article reviews the problems associated with implementation of density controls delegated to municipal zoning ordinance and suggests several considerations for determinating the optimum level of density regulation. 'The chief problem of municipal density control is that almost all municipalities of Chonnam Province make no difference in the methods and levels of density regulation and moreover loosen regulation level maximally as far as the Construction Act permits, rather than considering the specific situations of each municipality. The causes of this problem seem to be the lack of professional knowledge relating implementation of zoning ordinance, the lack of basic data and researchs referring to determine the optimum density regulation level and method, and the inclination for avoiding to arouse civil petition due to tightening regulation level.
If each municipality is to implement density controls effectively, first of all, there must be basic investigation about existing land use pattern. Then, professional organization dealing with density regulation, for example, the Construction Committee, must be well equipped. Finally, administrative discretion power such as variance, subdivision of zone, and incentive zoning provisions must be enforced adequately.
