The green belt zone in the Metropolitan area is designated to 19 districts in Seoul and 21 cities and counties nearby, so the adjusted plan on green belt zone should proceed in the sphere of a Metropolitan plan. Since the Metropolitan plans in the capital region that local governments established is considered as estimation of development demands and its related countermove, the estimation of development demands should be reflected on the adjusted plan. In view of development demand and environment evaluation, the purpose of this study to find reforming method of the Green Belt is as follows: First, the study deals with the question if any surplus demand in the area exists by supposing development demand for each area. Second, the study deals with supply for housing except green belt zone by observing each area with the analysis of a new development of land available, redevelopment and reconstruction. Third, the study looked into problems in releasing green belt system focused on environment evaluation, with comparison and analysis of the surplus demand for housing and the results of environment evaluation and try to find alternatives for the adjusted plan in view of the megalopolis plan.
