The purpose of this study is to examine the conditions of land - fill sites, to analyze the problems in securing processes of land - fill sites, and then to explore alternative approaches to a fair compensation or a fair share principle. Across the country, journalists, scholars, and professionals are reporting the rise of community oppositon for “disgusting facilities” like land - fill sites. Residents usually admit that land - fill sites and hazardous waste facilities are necessary, but not near their homes, hence the term “NIMBY(not in my back yard)”.
Despite the influence of NIMBY factors and the decoupling of benefits and burdens associated with city facilities, there are surprisingly little planning documents on the topics. It is urgent to secure land - fill sites. Community opposition to land-fill sites is almost inevitable unless it is designed to further the fair share distribution among communities of the burdens and benefits. This study, therefore, focuses on the decoupling phenomena of the burdens and benefits in an attempt to provide a perspective on fair share criteria, particularly in compensation for a loss of property.
The results of the analysis are as follows : (ⅰ) it is urgent to keep a steady supply of land-fill sites ; (ⅱ) opposition arguments, after the initial angry phase, usually express three specific concerns : the perceived threat to property values, personal security, and neighborhood amenity ; (ⅲ) the fair distribution of the burdens and benefits is essential to make a collaboration between the agency and the host community ; (ⅳ) even though fair share would not be an instant panacea, the balance of the burdens and benefits could be approached on fair share criteria, and (ⅴ) there seems to be every reason to accede to host community demands if they lead to the withdrawal of community opposition and do not compromise the service’s purpose. The compensation for a loss of property should be based on a market price rather than a controlled price set by a government agency. In addition, it is desirable to make a direct compensation for neighborhood areas of land-fill sites.
