Although Sweden, the Netherlands, and Austria are commonly characterized in terms of their smallness of state and 'coordinated market economy,' they have responded to globalization differently with each other. In particular, the changes in Sweden and the Netherlands have proceeded against what the existing institutions have constrained. This paper seeks to explain these uniquely diverse responses to globalization based on the hypothesis that Sweden and the Netherlands had already undergone a 'cross-temporal transformation' before the age of globalization arrived. In contrast, Austria has not experienced such fundamental changes as Sweden and the Netherlands did. The analytic focus is on how the deepening of the welfare state models after World War Ⅱ affected the relationships among the state, capital and labor. The main variables are as follows: 1) wage moderation; 2) ideological and religious cleavages within the union movement; 3) unemployment policies; and 4) the timing of economic recession. This paper argues that the comparative study of globalization is required to study more than just simply showing the diversities of capitalism. This is because depending upon the countries, changes under globalization are no longer occurring within the path of history.
