Analyzing the statistical data of secondary history teachers in contemporary Korea, this study examined their place and training with regard to social studies. The number of history teachers used to increase but became stagnant nowadays. The inclusion of history in social studies brought another problem: shortage of history teachers compared to history requirement. While history is to teach the most in social studies, 2005 data show that teachers' ratio for history: civics: geography is 3:5:2. 4:4:2, and 3.5:4.5:2 for middle school, high school, and in average, respectively. The case of middle schools indicates that history classes require the half of social studies teachers should have been history teachers. It posts the problem of non-major teachers teaching history. Such issues can be solved when history becomes an independent subject from social studies.
Currently we have in-service history teachers trained in teachers college, teacher certification program, or teacher training program. Such multiple teacher education policies rather resulted mis-qualification of teachers and furthermore lowered social credibility of teachers. While teachers college graduate increasingly became history teachers, the extremely competitive teacher appointment test wastes social and human resources. This paper suggests that teacher education and appointment should consider both the management of the adequate number of teachers and administration of the quality of teachers.
