The purpose of this paper is to study the actual conditions of public elementary school teacher appointments from 1894 to the Korean Empire period. Educational reforms were carried out in 1894 when modern reformation began in the history of Korea. The reforms resulted in founding the primary school and the normal school which trained primary school teachers. Thus, teaching profession was separated from public office, and not only modern teacher training but also teacher appointments were started. The maximum number of normal school students and the graduates who became teachers was irregular since it depended on the size and facilities of normal schools. Therefore, many students left normal schools and many graduates couldn’t be teachers. Even though the graduates became teachers, they quit the job very soon. Especially, many of them changed professions from teachers to government officials, so the normal schools took on a great role in training the officials. It was necessary to improve educational system and expand the facilities of primary schools and normal schools in order to solve the problems. But they didn’t get the opportunities to develop educational system on their own due to the 1905 Convention Treaty.
The teacher appointments and teacher training of normal schools had belonged to the education policy and necessity of the Residency-General since 1906. Those who were not graduates from normal schools could have been teachers since 1907 when the examinations for teachers’ certificates were held. While 80 percent of the teachers who had graduated from normal schools during 1894~1905 resigned before 1910, the majority of the teachers who had passed examinations for teachers’ certificates and had graduated from normal schools since 1906 remained to be teachers after 1910. In conclusion, the former was the first, the latter was the members of the second primary school teachers in modern Korea.
