In this article, Haewae Sajeong Gwanggi, a record filed by an official emissary named Jang Ryo/章僚 who was dispatched from the Chinese Southern T'ang dynasty to Goryeo, is thoroughly examined in terms of the nature of the creation of such record, the contents, and the importance of the record's very existence. The visit of Jang Ryo preceded the well-known visit of the Chinese emissary Seo Geung, which resulted in the publication of the Seonhwa Bongsa Goryeo Dogyeong/宣和奉使高麗圖經, by almost 160 years. The title of the record is the only thing left nowadays, and the actual contents are unfortunately unavailable.
This researcher considers this 'Ten Offices & Four Sectors' structure(assumed to have been the governmental structure that existed in King Gwangjong's reigning days) to be the structure which succeeded the 'Twelve Offices' structure established by the Dynasty Founder King Taejo, and the local layout mentioned above to be related to the Eubho/邑號 titles that had been established in the 23rd year of King Taejo's reign. These are in fact all preliminary theories, and therefore require further study. But the contents of this reconstructed version of the Haewae Sajeong Gwanggi clearly suggest that we should review some of the preexisting knowledge and perceptions of the events that happened in that time period. Such reviews and reconsiderations would hopefully leadus to new understandings of the history of the early days of the Goryeo dynasty.
