This paper, from the perspective of the Teaching Chinese as a Foreign Language, argues for a need for compiling a "country-specific" bilingual learners dictionary for the better learning purpose. An entry in such a dictionary would include an Lx-Ly translation and provide specifications and examples of use of the target Ly word. Based on the Interlanguage Research of Lx and Ly, elements of contrastic semantic, pragmatic, grammatical and cultural analysis, and their error analyses would be incorporated into the entry. It is claimed in this study that a "country-specific" learners dictionary is effective and provides strong pertinence for learners, and would be appreciated by them. Secondly, it advances the idea that Lx and Ly experts and researchers in the field of teaching Lx or Ly should be involved in the building of a "country-specific" bilingual dictionary. Thirdly, it argues that the essence of the communication lies in its two critical characteristics: "understanding" and "expressing". And, finally, it proposes a methodology in constructing its corpus and discusses the theory behind the methodology.
