The absolute royal authority in the middle of Shilla Dynasty reformed the then existing 6camps that were characterized by their privatization by the aristocrats after the disturbance of Daemun(大文). In the fifth year of the king Shinmun, the military organization as well as the regional system (9 provinces) was reformed from 6camps to 10camps.
In its application, it was a dual system separate from 9 provinces because 10 camps were installed in all the provincial metropolitan areas(州直轄地) and general gun(郡) & hyeon(縣). It has been also proposed that the posts may have functioned as military road and traffic route. The organization of military and civil servants of 10 camps was improved in a new way.
Meanwhile, the reason for having the commanding officers in 10camps relatively lower than in 6camps demonstrated the intention of the royal household who wanted to exclude the aristocratic class who occupied the seats of the majority of commanding officers.
Besides, the function of military division changed in the process of the expansion of volunteers(召募兵) and introduction of a new military strategy and the unique status that has had from the middle ancient period of Shilla Dynasty was abolished and it was changed into an administrative official division.
As a consequence, there was a change also in the order of officialdom and the difference between regional civil servants and military servants was confirmed and the prestigious system was put in better order.
In conclusion, the reform of 6camps and the establishment of 10camps in the reign of king Shinmun was not only an improvement of military organization, but also part of the process of reforming the reigning order by the absolute royal authority in the middle of Shilla Dynasty.
