In order to construct the expecting international economic cooperation in North-East Asia at 21th century and the PD system for answering the increasing demand of service, the flexible matches which can be adapted to the changing environment are necessary. For efficient PD system, synthetic and inclusive one which accept various systems of all nations concerning with economic cooperation of North-East Asian district most be preferentially completed. Since the economic cooperation of North-East Asian district is anticipated cooperate with North side nations which differ from innovation level and economic power, we must get out of an individualism of purchase, transportation, management and delivery, and possess the synthetic and inclusive systems which accept other nation's systems. In order to acclimate a changing environment and manage the efficient PD system, we must establish the information network which can be managed concentrately the information in relation to PD. The most important factor among PD activities of 21th century will be the management of information which playa decisive role in the determination of man power, equipment, facilities, resources, service, etc. And the enough infrastructure that can be operated the PO system of intermodelism such as harbor, airport, terminal, etc, must be complete. In order to supply material and products efficiently according tp internationalization, the system must be established well, and the infrastructure which can be managed this system must be complete as well. Above all, the expansion of PO facility such as harbor and airport which are the nodes between different links is more important.
