As the scale of economy has been extended and we move to what is called the high-density society, the demand on SOC such as a harbour increases rapidly due to the excess of cargo and traffic. On the other hand, we are so much in lack of PD basic facility that the increase of PD cost over sales amount from the manufacturing industry has a harmful effect on the prime cost of enterprises.
On the other side, the consumption style is now various and consumption quality is very high, the increase of PD cost also is caused by minimization and promptitude of delivery, the enlargement of inventory and scrapped material based on the change of consumer behavior.
As the consumers' desire gas been various, life-cycle becomes short.
Therefore it is natural that supploers intemd not to keep an unnecessary inventory
and they attempt to plan the simplicity of customs clearance, the porper inventory management, the efficiency by cooperative use and the rapid-PD works using PD EID PD VAN.
In this study, I try to point out some problems on the harbour management in the process of international PD and show the process of production tn order to seek for the way of rationalozation in the internation process of sea transport cargo.
