In the 17th century, after the Imjin-year war with the Japanese had ended, the local Confucian influentials society residing throughout the Milyang area went through a series of changes constituting a reformation, as the entire Joseon society was going through a series of changes in terms of politics, economy and societal qualities as well. A group of local influentials in the Milyang area had already been established way before the Imjin-year war, and the local Houses(local groups based on locally assigned family names: 'To-Seong/土姓') hailing from the later days of the Goryeo dynasty had served as the core. This influentials group showed a rapid development afterward, and such development was mirrored in the employment of local ruling practices and foundation of ruling bodies, such as the documentations of local Hyangan/鄕案 charts and the establishment of Yuhyangso/留鄕所 offices.
Then, in the ending days of the 16th century, the status of the Yangban local Sajok(Scholar-Officials) influentials of the Milyang area was significantly disrupted, as the area was located in one of the major invading routes of the Japanese troops, and as a result the region and the society were forced to accept certain changes. Especially, the Houses of persons who participated in the Righteous Euibyeong militia struggles during the war became the leading figures of the new local ruling order. The issues they particularly looked into were restoring the disrupted local ruling system, revising destroyed Hyangan charts and re-engaging the local Hyangyak order.
Hyangan charts which were revised right after the war managed to maintain strict adherence to the traditional documenting principles, but the nature of the Hyangan charts began to change when serious deviations from those principles started to happen on a regular basis during the latter half period of the 17th century. Also, as we can see from the changes in Persons (included in the chart) per Houses rate, the local ruling system based upon the Hyangan charts was definitely going through considerable changes. The local Sajok influentials maintained a favorable relationship with the authority of the official Suryeong prefects of the local areas, and actively participated in the Hyangyak order which had already been established long before the war broke out. In the meantime, the local Sajok influentials, mostly composed of former Euibyeong militia leaders, continued to lead the local societies' order after the war, by joining community tasks such as transferring the Seoweon facilities to different locations, and reconstructing the Hyanggyo schools and the Yeongnam-ru tower.
