The newly arrived Confucian officials were all trying to solve the problem; that were haunting the dying Koryo dynasty, but differed in their methods and range of activities. People who supported the approach to enlist personnel to be stationed around the King and to privately support the Royal ruling power, clashed with people who opposed that kind of approach. People who considered resolving social and economical problems as top priorities, faced other people who thought otherwise. People's opinion over the diplomatic relationship with Yuan and Ming also significantly varied, And policies of the time had to mirror all these variances.
The biggest reason for this diverse nature of the Neo-Confucians policies was their various attitudes (oward issues like dismantling the Jeongbang office, or resurrecting the Nokgwa-jeon practice, or bringing justice to the land system or selecting right persons for the job armed with sincere intentions and needed talents, In the end they were all pursuing to enrich and strengthen the country (富國强兵). They were just not being unanimous in terms of the methods and the methods' viability, as some insisted the role of the government, while some insisted the role of the officials.
Some of them supported the approach of stabilizing the landlord system based on independent agricultural units(peasant households) by ownership verification over men and land, and alleviating the taxational pressive imposed upon the public, Some of them insisted a full scale reformation of private land ownerships and tried to protect the interest of the minor peasants, In other words, the farmer pursued to improve the existing land system and mitigate the tax pressure in order to stabilize the public life, while the latter argued that a new land system(the Jeongjeon-jae(正田制) practice) was required, and the taxation must be reformed to secure more income in order to support the national finance at1d a buildup of a stronger army.
And their cause of dismantling the Jeongbang office, which had been primarily set to pursue the reestablishment of the King's ruling authority, was modified by Cho Jun(趙浚) and Jeong Do Jeon(鄭道傳) to the argument of 'Able persons should be secured', which was basically a very official-oriented argument in itself. This was the most vivid difference from certain factions inside the realm of the Neo-Confucians. To maintain the existing system based on the authority of the King, or change the system with officials as the practical leading figures, was the subject of the most vivid dashes of ideas, this confrontation ultimately resulted in political clashes between entities who wished to uphold the traditional paradigm and guard the Koryo dynasty, and entities who pursued to find a new dynasty with all the new administration and reformations in place.
