Land seizing, and the peasant's separation from the land, were the most prominent problems of the Koryo society under Yuan intervention. Solutions for these particular problems were being actively suggested at the time, yet the Neo-Confucian-based reformation plans suggested during the reign of King Chungmok-wang are exceptionally noteworthy. These plans addressed the importance of the moral sincerity and responsibility of the ruling party members(the officials). They suggested that the Jeongbang/政房 office should be dismantled in order to secure political justice in selecting officials with integrity and principle. And they also proposed the westoration of the Gwajeon/科田 practice inside the Gyoenggi-do province in order to secure economical bases for the officials. These plans were significantly different from the plans suggested in earlier generations, as those earlier suggestions from the reigns of King Chungryeol-wang and Chungseon-wang were generally aimed at easing the pain of the public, or trying to solve the social problems with financial methods.
The Neo-Confucian-based reformation plans of the reign of king Chungmok-wang were meant to launch criticism against the sorrupted adjustants(the cronies) of the king who managed to seixe power in the wake of Yuan intervention. In other words, the criticism was against the administration without principles. Those plans also emphasized the importance of the reformation leaders' own morality, and the new administration's public efforts. This was a huge departure from the reformative ideas suggested during the reigns of King Chunreol-wang and Chungseon-wang, and the changes in the officials' perspective viewing the social problems of the early half of the 14th century(when the Neo-Confucian philosophies were introduced to the peninsula) were responsible for the launch of these kinds of reformative ideas. It was the Neo-Confucian philosophies that prompted and encouraged the officials to upgrade their moral standard and maintain publicly justified administrative authority. The Neo-Confucian-based reformative plans of the reign of King Chunmok-wang served as a model for the following reformation plans, and was a huge turnung point for the government's own efforts to bring reformation to the society of the 14th century.
