Mollendorff was a councilor hired by the Emperor Kojong and suggested important reform plans for the modernization of Chosun. His reform plans had an effect on the group of the enlightenment and public officers in the government. When reviewing his activities, however, it can be said that he did not have a significant effect on solidifying the foundation of modernization of Chosun and gave negative impressions on the enlightenment activities to the public because of his lack of capacity and inexact work style
He was a man of ambition and sanguine temperament who wanted to seize power, so he was the person who could apostatize for his purposes and ambitions. Also he was in hOBtile relations with persons who tried to check his power and authority. Mter all, in theoretical perspective, Mollendorffs reform plans were intended to accomplish independent modernization, and contributed to form the framework of enlightenment policies of the government, but, his policies became fetters of the modernization of Chosun
