About the two waves of massive actions against the christians, during-the rule of Mar쳐s Aurelius, we have reached the following conclusions: the unusual violence and large number of martyrdoms reported by Eusebius for the period 161-158 A. D. were on the result of an imperial edict of about 167 A. D. odering sacrifices to the gods for the a whole of the Empire to win their help in the tragic situation caused by the devasting plague and possibly by threat of the German war. This general edict,
simply in line with Roman tradition, was no anti-christian measure. but it produced action by mobs, informers and possibly. some officials, and this in turn produced the extraordinary predicament of the christians in. the Greek East and a handful of martyrs in Rome. The violent persecutions. of the periol around 177 A. D. must also have had a very special cause.
There is no hint by ancient writers that this wave, too, was caused by a general imperial decree. Ruling out suggestion that Imperial decrees, such as preserved by Modestin. Paulus, and others, or even legislation by local assemblies, were the likely cause of these extraordinarily violent and extensive persecutions, we have suggested that the so-called senatus. consultum de pretii gladiatorum minuendis of early 177 A. D.. whether or not it is identified with Melito's terms as the general edict of about 167 A. D., this decree too could provide the necessary psychological impetus. and its disatrous chain-reactions.
Thus it is evident that the two waves of persecutions under Marcus. Aurelius' rule of 161-180 A. D. were the very indirect and never-intened result of decrees from Rome. which affected the whole of the Empire and which were issued in extremely critical circumstances with the aim of restoring peaceful life throughout the realm.
