The labor-management disputes in the provincial areas are often caused by the regionally specialized situation like the problem-solving culture between labor and management, economic conditions and the labor market structure of the region concerned. To reconciliate and settle the labor-management dispute, It will be very indispensible that the proper methods of solution should be prepared through the analytical investigation into the pending problems Which are the major causes of the labor-management disputes, the characteristics of the disputing parties, the cause and structure of the disputes, and the legal problems At present, the pro Vision of the methods of prevention and solution for the settlement of the labor-management disputes are made on the central government level. There were very few attempts on the local government level for the prevention and settlement of the labor disputes Furthermore, It is very difficult to obtain the statistical data related with the labor problems m the region concerned As the result of It, we are facing the great obstacles in trying to find and promote the methods of reconciliating and settling the labor disputes Even the finding out the main body who tries to prevent and settle the labor-management disputes on the local level was not possible It was attempted in this thesis to analyze the causes and the problems of the labor-management disputes in Jeollabuk-Do Province and to present the measures for solution In addition, the methods of Improvement through the investigation into the actual cases of the Provincial Labor Relations Commission's official services for the settlement and Judgement of the labor-management disputes were mentioned at the trial basis Analyzing the cases submitted to and settled by the Chonbuk Regional Labor Relations Commisson for Labor problems, I will have an understanding of the characteristics of the labour conflicts. The necessity of the legal protection to the workers and the legal measures can be suggested again in a newly-made form taking the special features of labor relationship into account This study will contribute on the successful process for solving the conflicts between the labor and management and the possible prevention of those conflicts. It will also deal with the non-legal problems taken place m the process of conflict settling and the functional limit of this Committee
