The true nature of the civilian massacres that happened during the Korean war is in the most part very much concealed, either intentionally or unintentionally. The murdered ones did not know the reason they were being killed, yet even after their deaths they are still being haunted, as they had been condemned as the 'Reds(빨갱이)' or spies(通匪分子) ever since. Their families were forced to go on with their lives in most severe pain as well, as they suffered enormously by being accused of being implicated in their deceased family members' supposed actions. Related documents or data regarding civilian massacres occurred during the Korean war include both documents from the government or its branch bodies, and also documents produced or possessed by civilian sources. Former types of documents include various types of reports referring to the massacres which should have been filed by police officers or military officers, who must have witnessed such incidents firsthand. Such official documents must include reports filed by U.S. military personnel as well. But documents from official resources contain false information in many cases, as they frequently tend not to describe the exact series of events leading to or happened during the actual incident, and in some cases even blatantly distort the facts. So, other relevant sources should also be consulted, in order to reach a balanced understanding of the incidents. On the other hand, civilian resources include relevant documents which were prepared at the request of the 4.19 victims' family members after the massive demonstrations that swept the nation on April 19th. But these documents were confiscated by the government right after the military coup on May 16th. There are other resources as well, such as the testimonies of the surviving families. Yet the things that they say should be examined under scrutiny, as there are possibilities that their remembrance of the past may have been colored with their own subjective reasoning. There had been several steps taken in revealing the truth behind these civilian massacres that happened during the Korean war for the last fifty years. The Geochang massacre was investigated right after it happened, and factual details were revealed as well. But the Geochang massacre was a rare exception. Other similar incidents had to wait to be investigated until the Lee Seung Man regime collapsed. After April 19th, an incident in which the victims of the Geochang massacre murdered a man named Park Yeong Bo occurred, and that incident prompted people everywhere throughout the country to come out to the street and demand full-scale investigations of the past massacres. In response, the Congress organized an investigdting committee and dispatched it to several regions, and had them file reports and also had a resolution introduced. But nationwide requests for investigation were in most cases severely oppressed by the military government, Then, after June 1987, when the thirst for democracy was more desperate than ever, some of the press services pursued the incidents and several aspects of those tragedies finally began to be known, albeit in a very limited faction. Since the early days of 1990s, academical studies and researches have been dealing with the issues. And since the latter half period of the 1990s, nationwide organizatios resolved to excavate the truth have continued to be gathered, and there have also been active petitions for legislation of relevant laws as well. It is imperative for us to reveal the hidden truths behind the civilian massacres that happened during dIe Korean war, as we should reflect upon the shameful past, and aim for a new future filled with peace and based upon human rights. The government mllst assume an active position in this matter. Confirming, verifying and reflecting upon the newly found facts is not enough. It should all be considered as a new beginning. Lessons that were learned by examining the nature of such tragedies should be teaching us again the importance of protecting human rights. Those tragedies, should be considered tales calling for democracy and individual rights.
