The massacre of civilians plays a role as something with which extensive civilians in Cheong-Do and surviving family of those who got killed let such violence immanent and has their suffering distress forgetful through‘the evasion of the communist(red complex)’. Such operations of the memory and the lapse of memory not only brought a chance of the national sentiment, but also made such control mechanism as an ideology of governing a country agreeable in a passive way through the continuous reproduction.
In addition, the control mechanism could be formed not only through regulations and institutions, but also through the social discourses. The implicative system was‘repealed’in 1980, but it was a common law that has never been a statue law. Nevertheless, the citizen regarded the implicative system as if it was an official rule, and the government practiced it as if it was an official system. This implies that Republic of Korea as a nation-state was not established on the basis of the law and institution, but very much relating to the social discourses, one of which was formed after the citizen went through the violence like the Korean War and the massacre of civilians.
Solving the issue on the massacre of civilian is aiming at peacemaking and unifying as to the citizen and building a better democratic society. To do these, we must correct the dark side of our wrongful history, and then those victims and assaulters must be treated with proper measures. However, if the way to solve this issue were to be bounded with a term of dichotomy, like rewards to victims and punishments to assaulters, solving this issue would be very far away. As mentioned above, the massacre of civilian in Korea implies a little different aspect from the Nazi’s holocaust. The massacre of civilian in Korea implies a various aspects that cannot be understood with a simple logic because it is ambiguous to distinct between those assaulters and victims due to a repeated retaliatory massacre and because there is a different view of the history even inside the surviving family. Thus, it is necessary to disclose the fact regarding the extent of damage and the assaulters at the lowest, while a different point of historic views placed in the suffering family’s mind must be taken into account how to treat and unify them at the most.
