In order to alleviate the problem of long term empty homes, the government has been preparing various measures, such as mandatory establishment of a plan for maintenance of empty homes and compulsory implementation in case of failure to comply with an action order. However, long term empty homes consume administrative power from the process of finding owners, and there are insufficient measures, manpower, and organization for administrative, budget, and tax measures of local governments that can force or induce voluntary maintenance of owners. This study derived 16 factors for empty homes to be neglected and improvement measures by considering previous studies and institutional laws related to the maintenance of long term empty homes in Korea and Japan. As a result of a survey of practitioners and researchers to understand the urgency of improvement of the derived factors, the higher-layer factors in both groups were‘improving owner information confirmation efficiency', with regard to lower detail factor, the practitioner responded‘establishment of a dedicated department', and the researcher responded‘public ownership of empty houses' as urgent system improvement items. The measures to improve the long term empty homes system identified in this study are expected to be able to solve problems such as waste of administrative costs and make a practical contribution to promoting empty homes maintenance through the efficiency of identifying owners.
